New life could be breathed into the former Waterloo Bistro, also known as Tynehouse Restaurant, in Haddington.
Tyne House Art Studios are looking to create “a small, vibrant artistic community that will complement and enhance the existing creative activity” at the neighbouring Poldrate Arts & Crafts Centre.
According to the planning application, which has now been lodged with East Lothian Council, a clear demand for artist workspaces has been shown by the establishment of Dukes of West Barns and Dukes Studios.
A supporting statement reads: “There is a well-documented shortage of suitable artist studio space across East Lothian, as evidenced by a substantial waiting list associated with existing facilities.
“A number of artists currently on this list are based in Haddington and have already expressed interest in the proposed development.
“This indicates that the studios are likely to be occupied predominantly by local practitioners, thereby minimising additional traffic and encouraging sustainable, local travel patterns.
“The proposal also responds to the social and professional needs of artists.
“Evidence from existing studio provision highlights the importance of shared environments in reducing isolation and supporting creative development.
“The inclusion of communal space within the design will help foster a supportive and collaborative community.”
If approved, the studios are expected to accommodate about 14 artists.
The primary use of the studios would be between 9am and 6pm, with “some limited” evening use.
Drawings included with the application show various studios, as well as communal areas and a presentations and exhibition space on the ground floor.
Concerns are also noted regarding the condition of the building due to it being vacant.
The document reads: “The current building has been unoccupied for a long period of time and is deteriorating due to being empty and unused.
“The property has been subject to dampness and general disrepair since last occupied.
“Smaller secondary windows around the building are now rotted/missing and are at a stage which are allowing water ingress to the building.”
In addition to catering for artists, the plans show a small coffee hatch, which would be used by both studio users and their visitors, while also providing “a modest amenity” for members of the public.
Theresa Laing, chairwoman of Haddington and District Community Council, welcomed the possibility of the building being brought back into use.
She said: “We are absolutely delighted and wish them every success.”
